Failing locking handle on RAM aluminum casement window

A home owner from Austin TX says:

This is a ten-year old aluminum casement window from RAM windows in Austin TX. The lower handle fails to lock most of the time. There is sideways play on the handle's hinge that allows it to slip off the bolt. The bolt grinds away on the locking end of the handle.

Locking handle has cast inscriptions "MADE IN USA PAT.4.674,777" and "452683"

Bolt flange shows "21087 A"
