Does this item come with the appropriate screws?

The 70-053 does not come with screws. You would need to use a screw like our 33-090 or 33-022 pan head screws, depending on the length you need and the material you are attaching the clip to. If you have an 8-32 threaded hole, then you would need the 70-112 thumb screw with an 8-32 machine thread. Take a look at the related video on installing the 62-022 into a wood frame to create an 8-32 threaded screw-hole.
