Please help me locate and purchase a metal sliding window lock as pictured in attachment.

Is the 2 1/4 dimension measured from screw hole to screw hole?

Yes, the 2-1/4" dimension is between the two screws. It's also important to note that this measurement is taken from the center of each hole; you never want to measure from the edges, only the center.
