Harvey casement window failed latches

Hi. We have a few casement windows (installed during original build in 2004) where the latch no longer full catches, meaning we can not tightly close the window. In our cold weather climate, this means cold air unnecessarily enters the house. Is it possible for a slightly skilled handy layman to repair this, or should I find an expert?

There is a chance that the window is not closing due to either the awning operator or the window hinge being damaged. That said, you may want to examine those to determine if the hardware needs to be replaced.
