These are for our storm windows. These were made for the Ohare airport soundproofing program.
I have reached out to Harvey and they can't help me

Thanks for reaching out! Your spring clip reminds me of either the 1" 70-050 or 1-1/8" 70-050B spring clips. To determine which of these might be the best fit for your Harvey windows, carefully review and compare the dimensions. See what you think!
