Help!! Need to fix/replace broken norco handle.

You'll need a new operator, not a new handle. That corkscrew looking part that came out with the handle is an indicator that the assembly needs to be replaced. We'd be happy to help but we'll need to see a photo of the window open so that we can see a clear and full view of the operator's arms.
