So the bottom track should be installed first and then hook in the upper rollers?

Yep, that's the order of installation the manufacturer suggests.

on the front sliding door, if you install the bottom track first how do you get the rollers in the top track past the bracket and tracking for the back door?

That is a great question. I was going over the instructions and I see that you do bring up a goof point. Assuming you have room in the closet, you would install the top rollers on both doors and then install the doors in their top tracks. Next, you proceed to hook the bottom bracket in the track and slide it over to the back of the door and attach it to one side. You would also do the same on the other side.
