Thanks for posting. Looks like you have a NuAir hurricane window from Tampa Florida with laminated glass. If I remember correctly, these use non-tilt window spiral balances. I'm not sure you can remove the sash at all. Some windows like this are not designed to allow that.
That said, seeing as how you're on the ground floor, you might do better with removing the glazing strips from the outside and then (with work gloves and safety glasses; see the related parts on the right side of this page) begin cutting out the broken glass from the caulking holding it to the frame with our
75-052 tool, or a utility knife.
