How do you install 26-406B

A home owner from Elmsford NY says:
Hi Bob,

This is the part I need. I looked at the suggested 26-406B suggested part, but where does the long tubular piece go? Do I have to drill into the window? I have the Pella P3-05 window. I need at least two of these. Honestly, I am not very handy. Thank you.
(PS 0 the photos are the ones that are not broken...the other side is missing... long story :)

Your pivot pin is slightly obscured in your photos. You have an older version of the 26-406B, but if you unscrew your pivot bars I am hopeful you will see a hole for the 26-406B to install. The rear bar is meant to keep the pivot more firm so it won't twist.
