How do Install pivot bracket and am I supposed to have them in both top and bottom track?

You would need to remove the track from the frame and slide these brackets in from the end. As for whether or not you need them for the top and bottom, then it would depend on what you had originally. If your tracks had these on the top and bottom in the first place then you want to stick with that.
