I am a little confused. I had ordered a top tilt latch rh from a local hardware co and the part fits on the left side. Am I ordering the right part. I don't know if I am supposed to determine left or right by looking at the window from the inside or outside.

26-096 is a left handed top tilt latch. So if you were inside your house looking through your window to the outside this tilt latch would be on the left side of your window. If you look at the tip of the latch you will see a slant that will slide into the window frame and locks. That slant needs to be facing the window. *Note: on some types of tilt latches labeled as neutral, this slanted part can be turned upside down to work on either side of the window.
