How to install pivot brackey (21-200)?

What are the steps for installing the 21-200 pivot bracket? It seemed obvious -- put the bracket onto the track and then tighten the screw until it pierces the metal hole(?) -- is that it? I tried to do this with a flathead screwdriver and the screw isn't moving. Any help with some instructions? Thanks

You're right, you just slide the pivot bracket into the track with the upper flange above the track. Then, you need to tighten the screw to lock the pivot. I would try doing it with the track uninstalled, first, and see if that helps.
