Hurd Compression Balance Springs

Have a number of Hurd Double Hung windows that no longer stay in place when opened. It's obvious to the eye that the balance spring has sprung from breaking off of the clutch shoe. Question I have - would I require new balance springs or simply replace the clutch shoes. If replacement springs are necessary how do I determine the correct size. Thx.
