Upper window in my double hung is hagging and wont stay up.  This is the balance and I need a new set.

Hey there. This looks like an older version of the 15-180 Pivot Shoe, which works with Series 190 Coil Balance springs. Let me know if you have other questions.

Hi.  Thank you for getting back to me.  These seems to be the parts.  The dimensions of the Pivot show match.  I dont have a stamp on the coil and it looks the same.  I even took the OG apart to get better aquaited.
This balance is for the upper window in a double hung.  My questions is: If there is nothing noticably wrong with my pivot shoe,except for age, what is causing the window to sag open?  Are the coils aging/loose?

Most likely the coil springs are deteriorating. If you are unsure of what spring weight to select, weigh the window sash. You can use that weight to calculate the stamps needed. See below.

I took the window out and weighed it.  It was about 16 lbs.  For 1 window there are 2 coils per shoe and two shoes. If I am replacing old coils of a 16 lbs window, do I need 4 coils of the 440 Series 190 Coil?  Is that the proper math? 4lbs per coil and 4 coils total?

The actual number of coils in a window actually isn't that important. The window sash weight is. So if a sash weighs 16 pounds, you really could just use (2) of the S190-840 8 pound springs, one for each side of the sash. That would give you 16 pounds of overall support. The housing for a single Series 190 coil is the 15-186 and 15-182 drums. You'll also find single coil systems a bit easier to install as well!
