I have these windows in my house that was built in 1999. Some of the windows are hard to open. I think the springs in the silver tinge in first picture are bad. Can they be replaced. The second picture is of the window lock and has manufacturer symbol on it. Third picture is a sticker inside top of window frame

Thank you for reaching out to us, Derek. The lock reminds me of the 90-005. I recommend you review the specifications, and the style of the locking tongue, to see if they match up with your old lock.
We'll just need more information to identify the balance. Can you remove it from the window and show us the extended inner spiral tip? The video below may be of help.
