I believe these are Pella windows . The crank on the bottom of the window seems to be the one causing the issues. The inside arm drops when window is trying to close and it collides with other arm.

This could be our 39-089, but it's hard to tell. I recommend you carefully compare its specs to your own hardware and see how they match. If they differ, please remove the operator fully from the window and take a few pictures of the entire unit. Thank you!

I'll get back to the window and remove crank completely, as suggested. I'll send pictures with some measurements. I appreciate the help.
