I think it's called a balance

Question

I've included the pics, there are 2 balances per window. I have 2 identical windows with bad balances so I guess I need a total of 4, 2 for each window. Plus the other hardware plastic pieces i think are broken. Thank you very much, let me know if you need more pics. the number on the bar was 2730. Also, I broke the clip on the top of window. I have a few more pics, it would only let me upload this many.
