I think this is a tight hand window sash lock.  The collie is champagne, but I'll take any color I can get.  It may be a Caradco or Truth brand.

You have an older style Truth lock which was used by various window manufacturers. Look at our 38-097 and 38-098 lock along with our 38-079 keeper. These are the suggested replacement parts for your older lock.
