I believe the 36-048 will work for your window, yes, but note that you will need to replace the top and bottom at the same time. You don't want to mix old and new hinges on the same window.

As for the weatherseal, it's tough to say what you have from this photo. Your sample is just a little too damaged. It may be something like our 58-170B, but you will need to review its specs to see what you think. I've also related a hinge installation video that you may find helpful.
