Is the 87-218 wheel brass or steel?

This is the exact assembly in my windows we brought with us from USA. Is the wheel steel or brass....from the photo on my tablet looks kind of brassy. Trying to get away from steel, but hard to find just the wheel even in steel....so looking at replacing witn whole assembly....alrighty I need just the wheel.

The problem with steel here is they rust.

Btw....if I order they will be shipped stateside.
