Is there a certain orientation of the rollers for top and bottom, This picture is the back of the door at the bottom

I'm not certain that I understand your question. You basically just want to install the 84-066 so that its screw hole lines up with the screw in the door, and so that the wheel comfortably comes out of the hole.

I think they mean 'which way should the wheel articulate or flex: to the inside or outside?'
The rollers should be installed so the wheel flexes toward the nearest edge. On the right side, the roller should flex toward the right; on the left side, it should flex to the left. The assembly, as shown in the Swisco photo, is oriented to flex to the right. So, it should be installed on the right-hand side of the screen door.
