It looks to be the weather stripping that seals up the window when you close it?

A home owner from Marshall Minnesota says:
Is this sufficient information to identify this part? Or give me an idea? I want to be proactive and replace before they are completely worn, but for now they seems to be mostly okay. I just confirmed with the previous owner that they are in fact Pella windows.

It's hard to tell what you have based on these photos. My first thought is our 58-178, which is a Pella rainstrip, but I'm not sure. Carefully look over our pictures and information to see if this will work.
