It's the lock lever on a Loewen crank open window.

A quick learner from Minnesota says:
For some reason it went missing.

Good afternoon, Mike. This looks like the lever of our 38-205, but without seeing the rest of the mechanism I won't be able to confirm. Do you think this is the replacement lock you need?
A quick learner from Minnesota says:
It is a locking lever for a Loewen window. The mechanism is intact but I need a lot cling lever. Do you carry the part? If so, how do I get one?

Thank you

Tom from SWISCO responded:
I'm afraid I'm not familiar with that brand of window. I'm afraid we do not carry that lever by itself, and without seeing the whole mechanism out of the window I'm not sure if our 38-205 can work as a replacement. That said it appears to be our closest match.
