I need part number of this weather-strip. I thinks that is for a Keller window

I'm not sure if we can get an exact match, but it kind of looks like a sill bubble. Take a look at our 58-182 and 58-183 to start out and see if their dimensions match up to your sample.

I also need something similar to this. Does the window vent need to be taken apart to insert this strip ?

In most cases you don't have to take anything apart to install this kind of weatherstripping. It usually just pulls straight out, and the new seal pushes straight in.

That said, all windows are different and I can't attest as to whether you have a special case or not. All I can tell you for sure is that I've never heard of a vent of any kind needing to be removed from a window to replace the seal.
