Question

look like a seal issue and there's moisture between the glass causing rust in the corner of the windows itself. I have included the tag that was on the side of the one of the bottom window of the double hung.

Thanks for posting! If there is a leak in the window causing rust, there is a chance that changing out the weather stripping in that section could fix the issue but there is also a chance that it could only provide you with a temporary solution and the leak could come back. Possibly causing more rust/erosion on the frame.

I would be happy to recommend replacement weather stripping for your window. I'll just need to see a photo of the strip from an end profile view, which means you'll need to remove a piece from the window. I need to see the shape of the piece and you'll also need to be able to confirm measurements.

I would honestly suggest contacting a professional and speaking with them about the issue first as they may suggest replacing the sash altogether. Especially given the rust in the corner of the window.
