Kolbe double hung window

I believe I have Kolbe double hung windows. This plastic part is screwed to the bottom of the top window and rides in the balance grove for the top window. Do you have any idea what this part is. It looks like it helps support and guide the upper window. Thank You

Unfortunately I do not recognize this part at first sight. To further review, are you able to show us this part installed in the window? Does it engage with a different part in the window channel? Thank you!

I don't feel so bad now. The house was completed in 2004 if that helps any Here are more pics.
