This looks like a type of pivot bar, though not one that I'm familiar with. Would it be possible to see a picture of the shoe that this pivot bar inserts into? That may help us find a good match.

Thank you for the new information. I believe your pivot shoe accepts a 1/4" wide by 3/16" pivot pin; with that in mind, look at our 26-361 tilt pivot. I think this will work well for your window.
