Latch replacement

A home owner from Connecticut, USA says:
The latches on my crank casement window seem to be broken. I think part of the inside snapped and they just filed them down. Are these replaceable? The woman I bought my house from told me the window was stuck and she packed it with weather stripping. I decided to see if I could figure out the issue. It seems like the latches are it. The window itself works beautifully. It's lifting the latch up and down that is awkward.
