looking to buy replacement balancer  -  old one self destructed at lower pully.

Thanks for posting. If the metal channel is 30", not including the attachments on both ends, then I believe this is either an S380-30 or S385-30 Channel Balance. The only difference between these two balances is the depth of the bottom nylon shoe, or the measurement from heel to toe. See the illustration below for reference. Compare both with your old hardware to see what matches best.

You then have to choose a stamp option, which reflects the strength of the balance's. Your old balance's stamp of 29DS38 is not a rating we use; however, the final two digits of '38' should suggest that your window sash weighs 38 pounds. If so, then choose stamp 2950, which designates a balance that can support a window sash in the weight range of 35 through 39 pounds.
