Locking mechanism for a "Weather Shield" ?

A home owner from California says:
Hello, This particular window doesn't lock like my other swing windows do. It only cranks closed. The part that attaches to the window frame for the hook to tighten is not there. One photo shows where it should be and that one has never been installed there either. My question is this lock broken or a fake? This window has a right and left pane of glass that swings open when it is cranked open. My photos only show the right pane and the left has no locking mechanism. Thank you for your videos that has been posted for us homeowners. I just Googled my photo and it brought me to this web site!

Hello,

Your photos remind me of the 38-098, which uses the 38-079 keeper. Your photos do show a real lock but I can't speak for its efficiency. It's possible that someone installed it just for looks but I've honestly never seen such a thing. It's also possible that someone installed the window backward and needed something to plug the gap. Take a look and see what you think.
