Looking for part that holds lower panel to the side rails - as seen in the picture they are rusting and in two of windows they broke. These seem to be screwed to the panel and should be easy to replace.
What are they called and What will be cost including delivery for 4 pieces ?

It sounds like you may need replacement pivot bars since yours are quite damaged. We'd be happy to look into this for you but we would need to see an undamaged pivot bar removed from the window, along with written-out dimensions, to compare to our inventory.
