Looks like wheel on the inside of the balance are bad

Hello,

With this combination of attachments, you could have either an S380-30 or S385-30 channel balance. You'll need to measure as shown below. The Series 380 has a 1" bottom attachment and the Series 385 has a 1-3/32" attachment. You'll also need to weigh your sash to determine which spring strength option you'll need since your stamp is outdated and no longer being used. There is a chart on the product page that explains how to choose your option based on the sash weight.

Got my new balances this morning...works well...a little hard going down...will this get better over time?....inside the window it has two places to attach balance string i used the top hole..would it make a difference if i used the bottom hole?

The hole where you put the hook wouldn't affect how easy or difficult it is to open and close. This is almost certainly an issue with your spring strength; the new balances sound too strong compared to the sash weight. 

I see you went with the 2965 option, which carries 35 through 39 pounds. Can you tell me the exact weight of your sash?
