I am not sure I follow what hardware you are trying to describe. Perhaps a couple of photos would put us both on the same page with one another along with a little more information about the hardware in question.

Hi, Ann. Could you possibly remove this operator to show us a photo of the whole thing? If not, can you open the window wide enough to show us the entirety of the part? We need to see the arms and the handle at once.
