What is this piece called that comes out of the window to go into what I think is the shoe in the side of the window?

Thanks for posting. This is called a pivot bar. I can't be certain what bar you need without seeing it out of the window or knowing dimensions, but take a look at our 26-336. See if maybe this is what you need.
