Need a replacement

A quick learner from Richmond, Virginia says:
The window currently won't close all the way. It will crank in with about a 1-2 in gap from the seal. When you turn the crank at that stopping point, nothing happens. The window opens just fine, but I would venture to say that we need a new one. Unsure what will be a best replacement. We just bought this house ? it is about 16-17 years old, built by Ryan homes if that helps.
