This is the retractable tabs at top outer edge of window that holds window upright.  You use these to release top of window and lean window in to clean outside of glass from inside the house.

Thanks for posting. The parts you are searching for are what we refer to as tilt window latches. Your latches look a lot like our 26-228 and 26-229. To determine if these will be a fit for your windows carefully look over the dimensions from part 26-228 to confirm that these are the right replacement.
