I am having hard time to close the window. I think I need to adjust the sash, but I can't find out how to do it. It seems like all of the casement windows have its own small adjustment bolt which can be turned right or left with a wrench. However, my window seems like the adjustment bolt does not do anything. It just screwed on the sill outside.

If adjusting the sash has not fixed your problem, then it may be that the issue goes a little deeper. My concern is that the operator itself is stripped, based on your description of being unable to close the sash properly. Replacement may be necessary.
Before we go any further, can you go into more detail as to exactly what the problem is? Does the window close normally until the last few inches, at which point it hangs up? Or are you having issues the entire time you try to close it? Also, does the window at least open without issue, or do you feel resistance there, too?
