New 38-036 won't lock

I've installed two 2.5" rear casement locks on an awning window. One of them fits and locks perfectly. The other one is just missing the keeper. See picture. The keeper is not bent. The window is slightly shifted to one side; that seems to be causing the problem. What can I do about this. I'm thinking about shimming the keeper. Or can the window be adjusted?. I've included a picture of the hinge; no numbers on that hinge.

I'm sorry to say that I can't make out what kind of keeper you have based on these photos. Is there a way we can get a clearer photo of it?
Regarding the shift in the window, it cannot be adjusted. Check your hinges for any obvious signs of damage or obstruction. In a worst case scenario, you'll need to replace those. If you tell me the length of the base track (the part that screws into the frame) I can make a recommendation.
