Haven't done this before but our house is 25 yrs old and the balances are starting to fail. I removed the jamliner but not sure the part. They're semco windows and the balance shoe has the number q28tg.

Looks like this might be a tilt window channel balance. Can you remove the balance and show us pictures of the fittings at either end? Can you also confirm the metal channel length? From there we'll do our best to help.
