Looking to replace these window latches and handles to slide window open. Thermal Gard told me these are older than 1992 and to check with y'all.

Thanks for reaching out to us. Take a look at the 26-147 Thermal Gard sash lift, along with the 90-133L and 90-133R locks.
As for the lock, the 90-278 (2-1/16" hole center spacing) and 90-274 (2-1/4" hole center spacing) are similar. The backset for each is 11/16". Review the specifications for each of the mentioned parts and see how they compare with your old hardware.
