Window not operable. No tension in rods and lead cams are badly worn as well

Hello,
I can't be sure with the hardware still installed but I would recommend starting by comparing an intact pivot shoe removed from the window to our 15-178 and 15-188. The width and thickness shown below would be the determining factor.
