The dual arms fully extended are 17" long. A house logo and the word "TRUTH" are stamped on the right arm. I believe I only need the hand crank, gear drive/shaft and locking sleeve to make it work. Thanks

Unfortunately a new crank handle will not fix this problem. You will need to replace the whole operator.

What is the width of the arms when closed? For an example of how to measure the arms, see 39-140 and 39-083.

OK - sounds like a plan to me.
The width when closed is 21 1/4".

I believe the 39-083 should work on your window.
