Looks like you need a new spiral balance. Is this a tilt window? If so, you could use either our 3/8" diameter Series 900 or 9/16" diameter Series 600. You will need to measure the diameter of the old balance's outer tube to verify the best match.

Can I put the spiral balancers in in place of the springs that are currently there

I'm not sure I understand your question. Your old springs are spiral balances. It should be a 1:1 replacement, assuming the size matches up.
If I'm off the mark, can you specify what exactly it is you mean?
