Old Milgard window 5520 hanging low. Can't adjust

I can't seem to find any way to adjust this window... It seems to be hanging very low... The operator arm on the lower part does not seem to be putting any tension to help hold the window up and aligned. I can push up on it when it gets back. Or crank "fast" to get it to pop shut.

Are there any tips or tricks or adjustments to make to this?

Thank you for reaching out to us. I'm not sure replacing the hinge is the answer. I believe you might need to shim up the bottom hinge track to raise it off the sill. A local hardware store should be able to help with the shims.

Ok, interesting.

The operator arm is pretty flexible. It rattles about.

But you think I should raise the track maybe a quarter of an inch? And by track I mean the strip on the vinyl frame that the copper slides back and forth on?

Yes, install some type of shim under the bottom track rail. If you feel that there is too much play in the operator then it may not hurt to replace it. The 39-031 operator resembles your old one. Review the specifications and see how they compare with yours.
