Here are a couple of photos of the device in the window panel. Approximate measurements: length of the latch 3-3/8"; width of channel in which it slides, 3/4".
Another question: how do I get the old latches out? Can you recommend a video for this type of latch? Thank you.

Your latches look like an older style that's unfortunately not made anymore. Storm window parts like this are very hard to find these days. For now, take a look at the 91-130 latches. I think these might fit the lift rail in your storm sash. You will likely need to adapt the front nose to latch into the mainframe of the storm window. I've also associated a tutorial video on this page that should help you with replacement.
