Open Casement With Missing Gear
Are you referring to the operator hardware? If the operator is missing, then the window should just kind of swing open of its own accord.
It sounds like it may be locked in place. If you aren't able to unlock it, or if the lock is broken, then your options are limited. I would highly recommend contacting a local professional to come out and look at it for you. They may need to cut the lock out, if that's the problem.

they do not swing open, they are all closed.
the gear mechanism just below the cranks is missing , there is nothing to attach to the cranks.

some friends of mine looked at them and said all you need are the gears that fit in the holes. (referring to the crank stubs) and everyone seems to be in agreement, because the window that still has it can be opened and closed no problem.
Hmmm... this crank stub you describe, is this the spline that connects to the handle? When it's removed, is it attached to a corkscrew-like gear? If this is what's missing on your operators, then they cannot be repaired. These are machine-pressed in at the factory, so once they're out that's it. You will need an all new operator. Let me know if my guess is correct and we can proceed from there!
