My top (outside track) window drop down when unlock the locking latches.
Does the S140-7 part replace both top and bottom piece for my widow ?
Can I cut the outside for repair with S140-7 ??

Hello,
The S140-07 would be a good place to start but you would need to remove the assembly from the window to confirm the dimensions below match up to yours. This coil balance includes the balance show, coil spring, and cover as shown below. Thanks for posting!

My is the Top window panel and it the Outside Track.
In your video it says only repair for inside track.
Mine is outside track -Can this be cut and replaced?

You would make the cutout at the bottom of the jamb for a top sash and vice versa for the bottom sash. With that being said, it looks like you can a cover at the bottom of the jamb, which is most likely covering the original cutout that you can use to replace the coil balances.
