Perhaps I can assist you. Our Ultra Lift Balances come pre-charged. I believe your PGT window is the hurricane type, so it won't be removable. With the bottom sash closed, drop the Ultra Lift Balance (with the 17-083 bracket attached to the top pin of the spiral) down behind the sash. Then screw the balance tube at the top of the window track. Raise the sash and attach the 17-083 bracket to the bottom of the sash. Now try the sash and see if it operates.

So, this may be an older question however, i typically raise the sash as high as it goes, making sure the sash stops above are installed. 
Then take a measurement from the outside from the bottom of the frame to the underside of the sash. Add 1/4" to that measurement.  Cut a piece of wood, not a thin piece, a piece of 1x6 roughly.
Lower the sash. Now inside, remove the sash stops above.  Now raise the sash to where the block you cut fits. You dont want to go more than a tad past where it was when you measured it.  Once the wood is in. Remove the screws from the stainless balancer feet. Outside screw first, both sides. Now slowly remove the inboard screw on either side. Keeping a bit of a hold on the sash, just in case it shifts. It shouldn't much as it should have face guides maintaining side to side movement. They arent always there or Installers could have spread the frame etc so DO be mindful.  Now that the screws are out, lower the sash, remove the balancer screws up top.  Remove the balancer with the foot. Install onto the new balancer and reverse the process. 
The wood and its width are important for safety and to minimize side-shift.
I've been doing this for quite some time, initially due to having to perform these repairs alone. 
Hope it all worked out. A double-eared hook tool isnt really necessary with this method which is nice.  Well, I'll stop nerding out now. Thanks
