The dual-arm operator shown in your first photo resembles one of the Encore operator pairs shown in the video below. The determining factor would be the fitting used to attach the long arm to the sash track.
If you need new hinges as well, take a look and compare the 36-048 set with a 10" long base to yours.
It looks like your last two photos may be showing some kind of keepers but I do not see a lock they would engage with, so I'm not sure what the purpose of those parts would be. Just let us know if you specifically need those parts and can elaborate on how they function in your window. Thank you.
