I'm looking at replacing my spiral tilt window balances on Alcoa windows. The plastic tube is 3/8" in diameter by 32" in length with a blue color tip shown in the attached photo. My question is what part would be best suited to replace the old spiral tilt window balances with a blue colored tip?

With a 3/8" diameter tube, please see the Series 900 spiral balance. For a 32" length, we do not have a blue tip option. To confirm the correct colored tip to use, you will need to weigh the window sash and compare to the strength chart on the product page.
